I. Institutional Background and Strategic Positioning

The Import-Export Industry Working Committee (hereinafter referred to as the "IE Committee") is a core professional branch of the China Food and Drug Institutions Quality and Safety Promotion Association (English full name: China Food and Drug Institutions Quality and Safety Promotion Association; abbreviated as FDSA).

About the Parent Organization (FDSA)

Established in 2016, the FDSA is a national, industry-specific, non-profit social organization with independent legal person status. It was jointly initiated by four former ministries—the China Food and Drug Administration (CFDA), the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the National Health and Family Planning Commission (NHFPC), and the Ministry of Agriculture—with approval from the State Council and registration by the Ministry of Civil Affairs.

Membership Composition: The association gathers influential large-scale enterprises, public institutions, universities, research institutes, local chambers of commerce, and renowned experts and scholars representing the Food, Drugs, Medical Devices, and Cosmetics sectors (collectively known as the "Three Products and One Device" or FD&C&MD) across China.

Leadership and Regulatory Oversight: The current President is Professor Mao Zhenbin, former Director of the Inspection Bureau of the CFDA. In terms of governance, the Party work of the Association is under the unified leadership of the Central Social Work Department. Its industry management and business operations are supervised and guided by multiple ministries, including the Ministry of Civil Affairs, the State Administration for Market Regulation (SAMR/NMPA), the National Health Commission (NHC/National Administration of Traditional Chinese Medicine), the Ministry of Agriculture and Rural Affairs, the General Administration of Customs (GACC), and the National Healthcare Security Administration. This cross-ministerial background provides the FDSA with unique advantages in policy interpretation, resource integration, and industry coordination.

Strategic Mission of the IE Committee

Leveraging the strong government backing and extensive industry resources of its parent organization, the IE Committee was established to align with global trade integration and China's new development paradigm of "Dual Circulation" (domestic and international). Serving as a strategic bridge between government regulators and enterprise operations, the Committee focuses on the four core FD&C&MD categories. Its mission is to empower enterprises to achieve compliant operations, efficient circulation, and global expansion amidst a complex international trade environment.

Real-time Policy Tracking: We provide timely interpretations of the latest import/export policies issued by the General Administration of Customs, the National Medical Products Administration (NMPA), and the State Administration for Market Regulation. Export Services: For domestic enterprises, we provide analysis of access standards for target markets (e.g., EU, USA, Southeast Asia), guidance on international certifications (CE, FDA, etc.), and technical support to facilitate the global expansion of Chinese brands.

Leveraging the FDSA's international exchange functions, we establish long-term cooperation mechanisms with foreign industry associations and chambers of commerce. We regularly organize participation in premier global trade exhibitions (e.g., CPhI, Cosmoprof, MEDICA) to create platforms for cross-border business negotiations, helping enterprises expand their global footprint.

 

3. Policy Interpretation and Think Tank Support

Acting as an industry think tank, the IE Committee provides scientific basis for corporate strategic decision-making:

Macro-Policy Analysis: We conduct in-depth analysis of national macro-policies promoting the import/export of health products, the construction of Cross-Border E-Commerce Comprehensive Pilot Zones, and the implementation of the RCEP agreement, offering references for corporate strategic planning.
