I. Institutional Background and Strategic Positioning
China Food and Drug Institutions Quality and Safety Promotion Association (FDSA)
The Import-Export Industry Working Committee (hereinafter referred to as the "IE Committee") is a core professional branch of the China Food and Drug Institutions Quality and Safety Promotion Association (English full name: China Food and Drug Institutions Quality and Safety Promotion Association; abbreviated as FDSA).
Established in 2016, the FDSA is a national, industry-specific, non-profit social organization with independent legal person status. It was jointly initiated by four former ministries—the China Food and Drug Administration (CFDA), the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), the National Health and Family Planning Commission (NHFPC), and the Ministry of Agriculture—with approval from the State Council and registration by the Ministry of Civil Affairs.
Membership Composition: The association gathers influential large-scale enterprises, public institutions, universities, research institutes, local chambers of commerce, and renowned experts and scholars representing the Food, Drugs, Medical Devices, and Cosmetics sectors (collectively known as the "Three Products and One Device" or FD&C&MD) across China.
Leadership and Regulatory Oversight: The current President is Professor Mao Zhenbin, former Director of the Inspection Bureau of the CFDA. In terms of governance, the Party work of the Association is under the unified leadership of the Central Social Work Department. Its industry management and business operations are supervised and guided by multiple ministries, including the Ministry of Civil Affairs, the State Administration for Market Regulation (SAMR/NMPA), the National Health Commission (NHC/National Administration of Traditional Chinese Medicine), the Ministry of Agriculture and Rural Affairs, the General Administration of Customs (GACC), and the National Healthcare Security Administration. This cross-ministerial background provides the FDSA with unique advantages in policy interpretation, resource integration, and industry coordination.
